Witnesses say the man was riding a bicycle while carrying a large blowtorch, attempting to ignite trash bins and leftover Christmas trees in the area.Concerned residents in the neighborhood acted quickly, detaining the man until the Los Angeles Police Department (LAPD) arrived to make the arrest.
